Will Pikmin 4 modding be easier or harder since its on the Unreal engine?

For Pikmin 3 I noticed there are no mods to the story levels. Only for side stories and multiplayer maps. Do you think with Pikmin 4 being on Unreal Engine. That modding will be more in depth. Maybe allowing modders to create levels in the story mode?
