Hardware Wii Menu(wii mode) won't boot on Wii U !HELP!

Well, I bought a Wii U recently from other person and everything is working fine so far, except for the fact that wii mode doesn't enter anyway, it just gets a black screen on tv and loses the signal, then reboot the wii u to wii u menu, the step by step is below:

1. enter wii mode from wii u menu(original sensor bar and wii motion plus plugged and synced) and it asks wich display i want to use, I choose any of the two and the result is the same.
2. it turns off and on again then show "Wii" on the gamepad, but nothing on the TV yet, the wii motion plus lost the connection, then that screen that we need to press A on wii mote just blink on the screen and it turns off the wii U, and reboot to wii u mode again.

i've tried: deleting all network settings(no success)
booting wii mode from rednand(no success)
starting a wii game so it goes to wii mode automatically(no success)
starting wii mode with no sensor bar plugged(no success)
changing TV resolution to 480p and try to start wii mode(no success)
format the wii u but it still doesn't work

I don't really know what can it be so I need HELP...

try fixing it with decafeinator.
