ROM Hack What tools can I use to translate a Pokemon GBA game?

Hi all

I want to start translating one of the GBA Pokemon games (haven't decided which one yet) into a different language, can someone recommend a program to use? (I need a program that can change the sprites of the letters and edit the text of the game)

Any old Hex editor can do what you want.

Any hex editor will do, but you should try making sure a patch doesn't exist already so you don't have to do work in vain.
