For Gateway 3DS : Place the Launcher.dat file (Gateway v3.0 or newer) you want to boot on the root of your SD card, and visit http://go.gateway-3ds.com to trigger the exploit.

Spider is the name of an exploit in the 3DS's browser. It allows the launch of unsigned code, but it's relatively new and found out by Gateway, so no one beside them really knows how it works yet. So far, there has been very few homebrew that use it. The most notable is regionthree, it allows to start game cartridges which are from a different zone than your 3DS.

edit : slight mistake, it was found out by a certain MathewE, but used mainly by gateway.
 
but some sources say it works all the way up to 9.4, why doesnt gateway?
The spider exploit itself works up to 9.5.0-22, and the exploit was patched the other day with 9.5.0-23. However, system flaws used by ninjhax were fixed in 9.3, and those are required in conjunction with the spider exploit to run Gateway.
 
Ninjhax uses three different exploits, only one has been patched. So, limited homebrew is still possible, but not the homebrew launcher.
