That sounds pretty stuck. I think it's safe to reboot in this state and hope everything is okay (it just reads from the SLC, so should not be able to cause corruption but the crash/freeze must be caused by something).
Maybe you could grab logs after the reboot ( https://hb-app.store/wiiu/WiiUCrashLogDumper ), zip and DM them to me?
