What is Discord?

Why would I use this over IRC
Simplicity and features mostly. IRC is still great in its own way, but Discord represents the future of online chat. If you want quick help, to view all chat history, and have all your different text channels in one easy to access place, Discord is the way to go. Picture and file uploads, emoji reactions, etc. Not to mention it has voice chat.

What platforms are supported? Do I have to install anything?
Android, iPhone, Mac, Linux and PC. No downloads required if you don't want them. All the big ones right here. In fact you can even use it without downloading it in your browser if you choose. Although downloading it is highly preferable.
