Yes, which is why you wouldn't be able to execute the GBA game directly from slot-1. So then where is the GBA rom going to go? You can't emulate GBA games on the DS. "porting" a GBA game to NDS would be a huge task...it's simply not worth it. Nintendo might actually release some sort of GBA download service for the DSi some time in the future, since it's been hinted towards...but still, they'll probably have their own way to do it, and chances are it'll use some sort of hidden feature of the DSi that nobody knows about yet.
