Gaming The banned eShop thing is tied to the 3ds or the nintendo ID network?

Hi guys, first of all 2 things:

- I dont know if this is the right subforum for this question and...
- English isnt a lenguaje im good with sorry (i asked here because this is a good forum :) )

Ok so here is the thing, i live in Venezuela, so here is difficult to buy things (you know economy ) the thing is that i bought an used 3DS here and the guy had 100% good reputation on the site that i bought from, well he didnt say the 3ds was banned so i buy it and surprise!, it was banned and i cant do anything like buying MH4 on eshop or playing AC online, (the 3ds come with 3 digital games)....

So my question is the ban is tied to the 3ds or the NN ID?, because the guy told me that he could system transfer all the data from the banned 3ds to a non banned one and it would fix the eshop, but i dont know if this works so i need help.

I don't think anyone [of the relatively few who were banned] has tried to do a transfer, partially due to a possible worst case scenario...

From what's is mostly believed, an identifier tied to the console itself is blacklisted.
