Mods like GTA Underground, Vice Cry, and other mods have been taken down following the reversal with their creators telling people to await any further updates. Further more, Silent, a well known GTA modder, has had their say regarding this issue:
Taking down re3 and GTA V map mods was not enough, now map mods for **GTA San Andreas** are being taken down. How long before this slippery slope kills all modding?

I think I'm just about done with GTA modding now. In 2014 modders' work would be boosted on Newswire... (1/5) pic.twitter.com/VFn9l6INlw
Vice Cry is a FULLY ORIGINAL mod, not using ANY converted assets. Down.

Like I said, slippery slope. https://t.co/6ZpRxuJ6dn pic.twitter.com/DdyV1xW5QA
Ironically, here's a tweet which clearly shows Rockstar Games praising a custom map mod that someone made back in 2012:
Credit goes to our community members Blaster_nl and @martijneinstein for the creative GTA1 map mod made for GTAIV PC http://t.co/ZGWf7Cfq

Additionally, there is a statement from one of the ModDB owners/moderators:
Hey, Editor and Community Manager at ModDB here. I just want to state now we literally can’t do much else but comply with a DMCA, but as a modder too of various games who has shipped a few mods in his time, this has saddened me too. I wish there was something else to be done.
