I had the same issues as you were having with the failed to get cia info. I have been trying to downgrade for 2 weeks straight trying different versions of the sysupdater. i formatted my sd card, hard reset the 3ds, till eventually I used the safesysupdater and it worked first try. I just had to make sure I was connected to internet for it to work and check the md5 on its own then it said it was good to go and my files matched my 3ds version then it downgraded successfully.

n3ds small EUR
used menuhax 2.1
firm originally 10.3 down to 9.2
used safesysupdater v08

edit: also i did not use the ftbrony trick. i just went straight into safesysupdater
i got FW 9.9E :/
im trying to update to FW 10.3 and then use the safesysupdater for downgrade.

or should i use it directly for a downgrade?

is it possible to update my system with safesysupdater?

Don't update.
If you do you'll be stuck on 10.5 and unable to downgrade.

safesysupdater can't do an update, it only can check your updates files to see if they are correct and downgrade.

the normal sysupdater can update to whatever higher firmware you want to if you have the correct firm pack downloaded. you can get the 10.3 zip from "that 3ds iso site" if you search for it.
however you can still downgrade from 9.9 using the normal sysupdater i just wasn't having any luck with it. 10.3 seems to be the best results to downgrade from what i've researched online from other users success stories. i'm just telling what worked for me. some others can still downgrade from 9.9 so you could try that.

edit: also i saw that the newest sysupdater doesn't include the memchunkhax2 required to do a downgrade unless you use the cia version of sysupdater. it even says it on his github that it no longer includes the MCH2 anymore. which is why i had to use the safesysupdater.

edit 2: something about the 3dsx version of sysupdater not being able get access to certain permissions needed to do a downgrade but the cia version can get those permissions.

after 200 tries or so i succesfully downgraded my n3ds :) i tought it is safer downgrading from 10.3 but 9.9 worked also :D

Impossible, just downgrade. 9.9 works just as well, I downgraded from 9.9 not even an hour ago.

Use julian SysUpdater to update to 10.3
Then SafeSysUpdater to downgrade to 9.2

If you just try downgrade from 9.9, you'll likely softbrick and be forced to update to 10.5 anyway

Some people report having luck just downgrading, you risk softbrick, gamble if you must

or just wait for safer Gateway method

I said I did it, I didn't ask for advice.

Managed to downgrade my n3ds xl using this guide. Talk about nerve racking...

Anyway now I've got reinand on running via autoboot with ctr. But how do I update the emuNAND? I tried in system setting but it errors and I can't locate the 10.5 files to update via sysupdater. Could someone hint to where I can get the 10.5 files? They aren't in the same thread as the 9.2.0.20e files on #datisosite

Did you unlink NANDs?
