Do not use the files from the .ttp, they have caused a few problems for people

i download a 9.2.0-20 cia package and did every correct but my 3ds downgrade to 9.0.0.-20

Someone supposedly managed to do it. I will hold off on the downgrading until it's "safe", but I want to have the files set and ready to go.

Does it matter if I use 9.2.0-20U(Full) or 9.2.0-20U(no.mset-twl-wlist-agb)?

Use Full. The modded pack is for people who already have CFW who want to update to 9.2 without losing their downgraded whitelist, patched AGB_FIRM etc. It serves no purpose for people who are downgrading and might cause problems as it could potentially brick the browser/DS mode/system settings.
