I'm going to add that once its completely confirmed that this is safe on N3DSs. From what I know (at least now) its kind of hit or miss.

Yes. Some people got 9.2 N3DS. (The prices are going down quite fast now.)

i download a 9.2.0-20 cia package and did every correct but my 3ds downgrade to 9.0.0.-20
why?

Turn on the Nintendo 3DS while holding A+R+L+Up(DPad) and update, try again.
