ROM Hack script unpacking problem from Arc with provided tools

we've been trying to unsuccessfully unpack the script files out of a game's *.Arc files to use them on the 3DS version of the game,
here are the results, we do not need the code parts but wish for all the text parts to appear correctly:

the *.rar attached contain the extracted EN/JP *.arc files containing the script files
as well as an example of the results we want to show up properly (0000000b.dat file)
can someone help us get some cleaner script results out of the *.Arc files?
Note: some of them don't contain text and the ones that do you
have to scroll all the way down past the codes to view

could somebody assist us with this? the instructions say 'Text encoder/decoder. Improved version and much more readable version here': http://pastie.org/606940
could a rebuild of this tool help with getting more accurate, readable extractions?
