so does this mean that arm9loaderhax can be installed safe with 9.5 and now we don't have to downgrade to 2.1 to do this when it comes out?

No, this would be helpful for those stuck on 11.2, you still need the otp, for which you have to get to 2.1.

Around December 30th an entry was added to the wiki page named "safefirmlaunchhax"
TL;DR When Nintendo patched firmlaunchhax, they patched NATIVE_FIRM, but SAFE_FIRM also exists and is vulnerable to the same exploit.
So it's real, but not released in an and-user usable way, yet.
