I don't understand why you're trying to justify that Windows 7 isn't a better OS than Vista.

Windows 7, is a newer better OS, and that's pretty much it.

I can source websites all day, but a simple google search of Windows 7 vs Vista will be fine enough

The problem however, with trying to cite websites is the fact that mainly all benchmarks are from when the OS first came out, and trying to say that it hasn't been further optimized by then is a joke. Altho, Drivers I'm sure are better.

I would up the PSU to a 600 - 650W. It doesn't really matter as long as it is capable of at least 45-55W on the 12V rail. If you don't you will be replacing the PSU when you go for a beefier Vid.

I would then change the video card for a GTX560. It is not that much dearer and you won't need to upgrade for a while.

Edit: If you haven't already make sure you have around a 120mm fan blowing in at the front and another 120mm at the rear blowing out. Look for a fans with good airflow and low noise.

I think getting a higher quality PSU is better that getting a higher wattage PSU. That PSU can run the system fine for now, if necessary it can be updated later.
I heeded the advice here and went with the 2500K. I also switch my motherboard to a Gigabyte Z77-DH3 for better OSx86 support.

NOTE: As I previously mentioned, I rarely use windows, so Vista should suffice. But worst comes to worst, Windows 7 is only an hour away ;)
NOTE2: Your PSU is overpowered. 1000W PSU's are for workstations, not gaming rigs.

1000W PSU is not overpower when you have a watercooling system and only costs me 50 bucks.
I bought the PSU way back when i had HD 5970 and 5870 for TriFire.

Good airflow = high noise. Noise is created by air resistance. Also, often, you never know what type of fans are used in cases unless you replace them yourself.

I agree on the points about the PSU. 450W is really the mimimum for a modern rig, and doesn't give any room for upgrading. 550-650W is the target for any rig that will have a medium to high end graphics card.

Also, one thing I want to point out against the Vista hate. Vista has been updated since it was released, and (to my knowledge) almost all performance issues have been addressed. There's not much difference anymore between Vista and 7 aside from a series of interface tweaks and some extra support for certain technologies. Unless you're a specialist or high level enthusiast, you won't actually need any of that. Long story short, your hate is out of date!
