Weird, must be an issue with the N3DS. I have bilinear filtering disabled as well. If it fixes it for you, though, you could turn on Integer Scale and Bilinear Filtering. That way you'd have it enabled without seeing the crappy filtering effect.GPU hard sync doesn't fix anything. V-sync is enabled. However, Bilinear Filtering does stop the tearing but I don't like the smeary vaseline effect that occurs.
