There is a way.. But it takes a little effort

1. Get the japanese version without any update (1.0)

2. Get the japanese NTR cheat

3. Export save from English and Import to japanese

4. Play with any character in Japanese with the max exp actiavted. Lvl doesnt matter, they will most be 99 but that's still ok.

5. After a lvl completed (i recommend a trials or kill all bosses map on adventure!) transfer save to English again

6. On English play with the same character, after 1 kill (s)he'll jump to 200.

7. Using Max rupees you can now get the rest to 200 with Training Dojo.

It also has everything on every difficulty of legend mode and all non-DLC (all but 3) adventure maps 100% completed because it's essentially @Zach9o9 's save. I doubt you want such a save.

I'll not use your save in my game, I'll open a hexeditor to get the exp value at Link's offset and apply to my save. Then use the NTR plugin with infinite ruppies to apply the level to all other characters.
There's no need to download a 2gb game only to hexedit some values if somebody else already have a save with lvl 200 characters.

Let me know if you encounter a *reproducable* situation where this
doesn't happen

The infinite health code is imperfect. It only works for the first selectable
warrior, it sometimes locks the health of an enemy, and the Master Sword
(also probably the Heart-strong skill) doesn't function as if you have
full health. If these are problems just use the infinite potions code
to keep your health topped up.

That sounds like the bug that was making O3DS cheat plugins not play nicely with updates. Try using a newer version of BootNTR?

In the next days (maybe at sunday evening/night) I will work on the editor again and hopefully finish the update 1.50 functionality till end next week.
But also a bit of a new feature:
I implemented successfully a little HTTP-Client, which works on *Nix and Windows systems, to check if a new version of the editor is available - so everytime if there is a stable release - you will be informed by the program itself (or can check yourself and also check the nightly server). So no need for any requests anymore

Excellent.

Download BootNTR Loader and extract the zip to the root of your SD card.
Download the plugin file cheat.plg and place it on your SD card in the correct location for your region:
/plugin/000400000017EB00/cheat.plg (EUR)
/plugin/000400000017EA00/cheat.plg (USA)

Install(+delete) the NTRCFWLoader.cia and then load it. You should see some text on the bottom screen and the top screen should briefly flash blue. The whole process should only take a few seconds. If this doesn't happen make sure your EmuNAND (or SysNAND if you're running with A9LH) is updated to 11.0, for me at least when I was updating this I couldn't get NTR to load on my O3DS that was still on 10.7 — it should have worked and had done previously)

With NTR loaded boot up the game and while on the Nintendo 3DS loading screen you should see the top screen flash green if NTR has correctly loaded the cheat plugin. You can then press X+Y to open NTR's menu, there should be an option for "Game Plugin" at the bottom of the list (if there isn't close the menu with B and wait a few seconds). Depending on your choice of control scheme you may find yourself hitting X+Y on accident, you can change that to L+Start from the "Set Hotkey" menu option.
