This is what I have my smart app control set to. I have windows defender basically crippled bc my data drive is full of a bunch of files that would trigger false positives with windows defender.

your security settings on your chrome are set too high and your antivirus is set too high that's why.

Everyone downloading PKHEX download it to a drive or folder that you set an exception to in your antivirus settings and it'll download and run just fine.

I also downloaded it to my data drive that I have an exception in windows defender setup as well so windows defender isn't even monitoring that drive/folder at all.
