Gaming Pokémon HG : re-learn a technique ?

So, I traded my Kadabra for another Kadabra at the GTS. But for some reason, a moron gave me a level 21 Kadabra with nothing else than Teleport, so I can't have Confusion and Psybeam...
Now I know that in every pokémon game there's a house where you can make your Pokémon learn a technique that he could have had at a lower level. Where is it in Pokémon Heart Gold ?

Make sure you have heart Scales.
