DSi-enhanced games can be region free if the developer makes them region free.

Region-free games would be great, it would stop our aussie market being exploited. Aussies use to be able to get-around the obscene RRP round here by buying oversea games, now I guess it is better to buy an NTSC console as well. There is no way I would want to support EB or Nintendo in australia again.

it's visible on the back of all game boxes.
if it says "IMPORTANT: only for use in ### region ... systems" it's region locked.
if that text is not there you can use it in any (3)DS(i)

Handheld consoles aren't NTSC or PAL, because those are TV formats.
