The best and most reliable way is to use vtfedit, a program created by valve
edit: http://www.moddb.com/engines/3/source/down...181/vtfedit-124
put the vtf file in the folder: program files / steam / steamapps / [your login name] / team fortress 2 / tf / materials / vgui / logos (create the vgui / logos folder if they dont exist yet)
