ROM Hack Need help with repacking a cia

I was trying to make pre-patched CIAs for homemenu/NS for enable region-free on boot. I took the offsets from the freemultipatcher source and applied them directly to their code.bin using a hex editor. But I ran out of ideas on repacking the modified exeFS back into a .cia (makerom complains about the .rsf file is missing).

Any clues? (Similar patches have been done to TWL/AGB_FIRM before)
