Hacking NDSL doesn't powers on: green light is on all time

I can't understand what is wrong with NDSL motherboard: when I turn it on - it blinks green all time (and it don't become brighter), screens don't light up, speakers and no sound.

The same happens, if I take a wifi/bios board off on a working mainboard.

Please, help me with it
