Hacking Issue with VC injection on rxtools

So I am trying to install a GBA .cia but i cannot get anything to install on sysnand with fbi, as in i always get an 'install failed' message. I am using fbi through the homebrew app which was recommended to me as fbi was not in my h&s app anymore and I'm sure that it's part of the problem but I was wondering if any one could help me as I went through all of the other 3ds hacking steps easily but VC injection is just giving me the hardest time.
