Hacking Is This normal?

Ive gotten my first Wii Iso.
And now im wondering.
Is it normal that i can't open the Iso in Winrar?

Yes. It's encrypted. You could use Wiitools to check out what's in it

I just hope i can solder it

And the setup disc will work fine on a DVD+RW right?
