Misc is the wii wifi region free?

so here's the scenario....
wii (jap) + any jap game.... can it connect to wii(usa) + any usa game...?
like can ssbb (jap) connect to ssbb (usa)?

or are there any other restrictions? tia

i added people from the US and had no problem playing against them in wifi.

I also have one friend in my wii friend codes.. i think (not 100% sure)

In a way is it not region free due to the fact that you can play anyone from anywhere on the wifi for mario kart.
