Hacking Is PAL 480p games really that rare?

Why do my legit games (PAL) use 480p and my downloaded isos (PAL to) NOT? Ive never been able to get 480p using a burned pal game, i usually get 570i or something with black borders on either side (sometimes small and sometimes really big) and really blurry image.

Ive tried forcing 480p modes in the ISO before burning but that usually just fuck up the game so it wont launch..

any ideas? Is there really that few 480p PAL games!?
