It's always worth updating Luma3DS to the latest version. As The Minish LAN said, you'll need to upgrade to boot9strap before installing the latest Luma3DS.
The upgrade to boot9strap updates Luma3ds at the same time, and updating gives you:
- More features
- More compatibility
- More stability
- And more speed
8.1 had some bugs that have long been patched out and it's completely worth updating and also worth making sure you update to the latest version B9S as well.

I don't have a wii u anymore to test it myself, but if homebrews are not visible on the wii u menu I think you can press L + R + minus to open the plugin menu, there should be an option called "homebrews on wii u menu" or something similar
