so i got a 3ds already a9lh+luma installed with a nnid i want to keep nnid but there is a parental lock linked with nnid which i cant remove because he (my lil brother) was only 9 how can i remove it ? or is it even possible

Call Nintendo? I had to do that for an aqua blue 3DS that I bought, and the kid had it locked out with the parental lock.
Shinyquag already gave you the solution, but there's no "parental control linked with NNID" -- you can just add an email as a password recovery option, plus there's the Coppacs system but that only applies if your country is set to USA or Canada
