AFAIK, no. The bootloader is part of the firmware and as Ezflash2 noted the firmware is encrypted. If you want to take a stab at trying to figure out the encryption key/algorithm, feel free to look at Newest_FW_ver.h in the source. Even if the results weren't encrypted, I get the impression the FW is mostly just encoding for the Spartan 3A FPGA. You can read about the FPGA here if you want to take a crack at it from that end.
