No, it is not safe. You will need to hard mod your 3DS to downgrade from 10.6 which involves soldering wires onto the PCB. This is absolutely, definitely not safe at all.
You can have a hardmod done professionally by @hundshamer for a very reasonable price (he is in the US), and if you ask maybe he can even perform the downgrade for you. Once you are hardmodded there is no risk since you can restore a NAND backup if anything goes wrong.
