how to convert .mp4 and .mp3 files to .mpeg and .aac files offline?

i don't have any luck to get movie files and music files on my windows 10 pc for my wii. tried exporting videos it in photos, and i've tried re-saving the videos in the .mpeg file format with internet explorer. but the photo channel doesn't show the video files. any help to obtain supported movies and music offline?
