Converting movie to .nds file format

I want to try out something crazy. I want to inject a movie into the DS Virtual Console on my Wii U to see if it's possible to play it on the Wii U. The same way which is possible on GBA with the GBA video format.
I've converted an mpeg movie clip to DPG which is the movie format the DS recognices. But in order to inject it to Wii U it needs to be in .NDS format. How can I convert it to .NDS?
