How about redownloading it while waiting for an answer? I don't really know how to help you(other than what @JohnathanMonkey says) but I think it's better to just redownload it since I see that you already waited for an hour for just 1 reply.
Im using NEW NUSgrabber and it doesn't download the tik file either. Luckily there is some place to get them. Can't post the link, but it's that iso site. Don't waste the the bw redownloading. Just grab it from there. Most are pre edited.
Im actually using the old one(The command prompt thingy) and it seems working fine with me. It's actually recommended by the guide.

Wait, NUSGrabber/NEWNUSGrabber doesnt actually download the tik files. You need the games WUD in order to get it. OP is asking about the title.cert

I know getting over 100% is normal, it just didn't install...Mario Kart 8 got to around 8000% I think
~8000% is normal for MK8.....but its the LEGO City Undercover that's giving me issues

I am definitely considering porting over some of the EU features without using the actual ROM itself, tbh that would probably be the best way to go about it... but i'm sad that the voice acting is so.... not good on the US version. May not be a way around that though
