Neither. One of the main features of hiyaCFW is that it runs from SD instead of nand sometimes referred here as sdNAND. So since SD isn't encrypted and it's easily accessible, you can just install it to sd from your PC.
 
Could this be used on the 3ds to launch ds games without a flashcard? (i know there are other ways but they aren't practical).

It can't even do that in DSi (if you don't count SRLoader).
But you can use TWLOADER on 3DS if you have a CFW.
 
That still doesn't do me much good if I can't install the dsiware game needed for the launcher.
Ugh I hate that they don't even try to exploit the other apps that are INCLUDED WITH THE SYSTEM to launch RocketLauncher. How will I install Four Swords?!
 
I know I already asked this, but I need confirmation: Is there any way to have this open on boot of the DSi like A9LH or B9S for the 3DS?
RocketLauncher NAND could be called RocketNAND or something :)

Yes, yes, absolutely YES.
Autoboot is a thing, you will just need gamecard/flashcart to be inserted for it to work (the same one used for rocketlauncher)
 
Actually, you install a whitelist with payload to run RL if your game cart is inserted.
Oh. So, I install the whitelist, turn off my DSi, insert a game card on the whitelist, turn on my DSi, and I'm in CFW? Or am I wrong? Am confused... >.<

you first make a whilelist that will launch RL with your gamecart (a tool will be published), then, whenever you boot your dsi with that cart, RL will launch boot.nds from your SD. you can make hiyaCFW to be your boot.nds, and by that it'll launch hiyaCFW by startup (as long you have your cart inserted)
