But you probably need Admin rights and need to uncheck hide system files in the Explorer options.

I think the host file can only redirect websites to the local host server, and not to another website. Not too sure though.

Well... I only know a couple sites he goes too. I'm not sure if it's allowed on GBAtemp though.
It's pretty easy to find out the IP, just type 'ping www.
