I just bought a new psvita PCH2006 which is on 3.65. Should I return it or use it? Will there be a hack for it in future?

The chances of any hack coming for 3.60+ are so little that I wouldn't bother to wait for it. If you want to use homebrew/CFW, you probably want to return it for a 3.60 console.

Not from me, as I don't know any. as far as I know, any PSTV should ship with 3.60- as it has been discontinued. And the Borderlands bundle too. Although anything from amazon should be OK with their return policy.
All brand new vitas come with 3.60 max, except the (japanese exclusive) blue and red slims, which come with 3.61.
If it's a preowned vita ask the seller if you can see its Firmware version
Mine says asain model black & it was on 3.65.

Maybe it wasn't so "brand new" after all
Well, that's a possibility.
Either that or Sony recently decided to make new vitas on 3.65 (which I highly doubt)

Then it was used/preowned or the seller decided to start it up and update it (some stores do that)
Yeah I think as well because box didn't had a seal to open it. Console looked brand new tho.

It doesn't really matter, if you care about a good sceen then you should go for an OLED phat vita.
I'm not so familiar with vitas, @Tom Bombadildo might help you more, he knows a lot about them

Every slim comes 3.51 or 3.60, exceptions are those japanese models, as stated above

Just returned the product will get the new one once I get the refund. About fat psvita it comes with joystick problems. I herd lots of rumors about it plus I had fat vita with fault joysticks & they are not fixable. I bought new joysticks & did the replacement but didn't work. I'm scared if I buy fat vita I might get this joystick problem in future.

All brand new Slim's sans 2 JP silver and red colors are guaranteed to have 3.60 or lower on it. There's no model number list because it's every Vita sans the aforementioned colors.
Just buy a brand new, unopened one and it'll be on 3.60 or lower.
