Is it brand new and unopened? Then yes, it's fine. If it's not marked as brand new and unopened, don't bother. I wouldn't buy it myself, since third party reseller sites like that are notoriously scammy and like to "pre-updated" consoles or resell refurbished consoles are new. Unless you're absolutely positive that it's a legitimate brand new and unopened Vita, don't bother.
If you're moderately decent at taking things apart, you could also swap the motherboard in the 3.65 Vita you have now for a 3.60 one. It's likely cheaper than buying another Vita (mobos are around $30-$40), easy to do, and you're less likely to get hit with falsely advertised Vita as you did with this one.
