Crystal Tile 2 will do it. It depends on the hex editor and what the game is encoded in, whether it's Unicode or Shift-JIS.

Crystal Tile 2 is every romhacker's dream. It's a hex editor, text search(with relative search), tile viewer, tile editor and so much more. I've recently learned how to use the tile composition tool for it.

Be sure to change the encoding to Unicode or Shift-JIS, roms are usually one of those, but there's different types of Unicode, so you'll have to check them, it'll probably be Shift-JIS though.
Go to Hex Editor>TBL> Code Page> and change the encoding. You can also change it in the text search too (you can view the strings of text here and the text length, as well as extract the scripts. In the hex editor, check where the text starts then go to Text Search and type in the offset in the left under properties then Ambassador Search, select all of the strings of text then go to edit>Extract Image, it'll be in txt format).

OK, can anybody give me a link to a page that defines all the terms that I will need to know? I'm fairly new at this, and something that tells me what all these terms are and an example of that term would be good.

Hey, I'm back. I did a little research, and if I'm just trying to translate, wouldn't it be easier to get a program solely dedicated to script extraction/insertion instead of using Crystal Tool 2?

Most of the script inserters on romhacking.net are command line only. It's best to ask an expert programmer to make you a tool for the game.
If all you're doing is translating, you won't get far without a romhacker. Some text are in graphics and if you don't know anything about graphics or hacking the graphics, you won't get very far.
You also need to know how to pack, unpack and check each file in the game by it's format.
It's better if you learn rom hacking from the start, that way, you'll get further than a lot of people who think translating is just extracting the script and putting it back in.
