ROM Hack Help translating Rockman.exe Operate Shooting Star

Hi, this is my first post. I decided to try translating ROMs and I decided to start with Rockman.exe Operate Shooting Star. My OS is Windows XP and I'm using XVI32 as a hex editor and TaBuLar as a table maker. I have made a table with the hex values of every possible key on the keyboard. The main problem is in that sentence: there are no Japanese characters on the keyboard, so I can't find the hex values for those, and I don't know what Japanese characters are used in the game. That, and on the hex editor, where Japanese characters should be, there are boxes instead. I think that's because I don't have East Asian language support. So if anybody can help with any of this like if they want to suggest a better program to use or if they have the solution to any of my problems, please reply.
 
OK, as far as I can tell Shift-JIS is right, but the Japanese characters in the Shift-JIS table show up as boxes in my browser. How would I fix that? If it's important, I'm using Google Chrome.

You have to change the encoding to Japanese so it'll appear. Let me open up my Google Chrome and I'll check.

On the right of the address bar is control current page(Looks like a piece of paper folded in the top right), click it and go to encoding then change it to Japanese>Shift-JIS.
 
There is no Japanese language pack installed on my computer, and I lost the Boot CD, which is what it asks me for when I try to download the language pack.

EDIT: Tried the second link that you posted and I haven't tried that yet, so I'm gonna try that.

You can go to microsoft.com to download the Japanese language pack.

It should work after downloading the language pack and doing the steps in the first link.
You'll need the language pack for the table to appear on your computer, anyway.
 
My main problem is this from the first link: Step 11. MSIE may ask permission to install the Japanese language pack
 
You don't need the pack to view japanese characters in the browser, the pack is only needed if you want to be able to type in japanese in any program in windows (and windows stuff itself).

You need unicode fonts. Install the microsoft office trial, it includes unicode versions of system fonts. After that you'll be able to see pretty much anything in your browser.
