Okay, I'll give it a shot. It looks like my extdata is 0000008f, right? https://www.3dbrew.org/wiki/Extdata
If this doesn't work I can try messing around with SDF tomorrow I guess, or renaming my Nintendo 3DS folder like you suggested.

If you are in the US, then yes.
And don't panic if you rename your Nintendo 3DS folder, I did that too when I downgraded to 2.1, and when I updated, I deleted the newly created Nintendo 3DS folder, and renamed the renamed one back to Nintendo 3DS, and I still have all my games with all the saves (3DS/DSi/GBA)

I deleted it. I'll try downgrading now.

Alright, I'll try using SVDT tomorrow night when I can get around to it before I format, thanks for the suggestion everyone. I'll post an update tomorrow if I'm successful or not.

Okay, I've backed up my saves using SVDT. Is there anything else I should do before I format? Is it possible to save my ID or what?

NNID is stored somewhere in the NAND, and iirc Pokèbank is just an extdata. You should backup some extdata with SDF.

Actually, I guess I don't need to backup my NNID since I wouldn't lose much. I should be all set to reformat now, correct? I backed up my 3ds files and game saves onto my computer just in case.

Did you try downgrading without formatting with the current state of your 3DS? What games do you have on your 3DS? Did you try deleting the backupped ones? Did you ever purchase anything in eShop? I feel like there are still some stuff to do before completely declaring the 3DS as needing a format

My downgrades would always soft brick like I've previous stated in the OP, so it looks like my last hope is formatting. Not much, just Metroid installed, Pokemon, Pokebank and some other crap I wouldn't mind keeping. I don't really care about my NNID and whatever else I'll lose. I just really want to downgrade so I can move on, but I always soft brick after the downgrade is successful.
