I can't use ip related applications

On my o3ds i can't do anything related to ip connections and i tried to use ftpd, hzmod and ntr cfw, all of them share no response to my PC, ftpd only gives the two messages you instantly get when you open it. I tried changing the 3ds ip adress, tried connecting with my phone, and these applications dont seem to work. i recently modded my 3ds using 3dshacksguide and everything seems fine out of that, anyone got suggestions, theories or a fix?

Are you implying there are other things that still work, like online play? (Because really, that's equally "ip related".)

Never tried online play, i mean everything is running fine and the wifi connection for downloading stuff works

hshop and universal updater, i just tried to say my wifi works flawlessly

Can you start an FTP server on your phone, and connect to it with your PC? Or start an FTP server on your PC, and connect to it from your phone? (I like https://sourceforge.net/projects/smallftpd/ .)

I managed to connect my 3ds to my pc using my phone mobile hotspot, so this proves theres something in the wifi router settings forbbiding it from making ftp connections, i won't be searching how to enable it though since the router isn't mine.
