So, when I try to load the payload loader from Health and Safety, the Homebrew launcher appears, but the payload loader should appear. I don't press "X" in the Wii U intro to open the payload loader, because every time I try to open the payload loader by pressing "X" on the Wii U startup it doesn't work. (Sorry for the bad english :/)
