Hi Can someone help me please! I have followed the guide so far successfully

I am now at the point of following plailects guide for installing A9LX but I just wanted to clarify something before continuing??.....

What I have done so far is downgrade my N3DS 9.9.0.26E --> 9.2.0.20E --> then made a sysNAND backup with Decrypt9 as stated with plailects guide.

I have just finished section 3. Is section 4 necessary - restoring the system ?? If yes do I just do step 3 as I have a N3DS.

so, i have followed the tutorial and everything went well until... the installing armloader part, i go to the url the guide says but my screen frozes on the "installing arm11.bin" part, then i checked the troubleshooting, says to press select and wait a couple seconds, i wait a little more just to be sure, reboot, but nothing changes, i even check my SD and try to find the OTP but i cant find it, i'm only asking for help cuz i'm repeating the same url for 2 hours and nothing changes.
i'm already on 2.1.0 btw
