I was wondering if anyone could tell me what sort of compression is used for this file http://up.wbe04.mibbit.com/up/YbaSnqlQ.zip and if anyone had seen it before?

I found it years ago but the compression seems as good as any today

Judging from the fact that it's a Demoscene demo, I'd say it's just a tracker format. Tracker formats are like MIDI, except they also store the audio samples used, so they're like... super-MIDI, as in they take up way less space than an MP3 and don't sound crappy, though they don't work well with voice.

    Here's a popular one,

Winamp should be able to play most tracker formats without plugins now.

Anyways, they're made by... trackers. Tracker programs. Yeah.

EDIT: Oh, I only focused on the audio. For the textures/models/code, it was generated procedurally.

    EDIT2: Typo.

Yeah, I've always been wondering what to call them as well. :\ I guess "tech demo"?
