I would say :

Johanna DARK from Perfect Dark

Assuming we are not looking at Zero that gives us the N64 game and the GBC game. I put more time into the N64 one than I care to think about, and not all that much less in the XBLA remake. At no point did I think anything other than generic action character.

To create amazing female characters:

First, create an amazing character, flesh them out. Make them human. Then add the shit a woman has to deal with just because she's a woman. Voila! amazing female character.

This holds true for any character. Create a human character, one with goals, motivations, desires, fears, worries, personality, interest...and then add the social stuff and watch how it influences those things you already have in your head. Sex, gender, skin colour, socio-economic status, etc. How much does it influence them, how much does it define who they are? None? completely? That's can really help make a character feel real and/or interesting. And you don't have to explain all of this, just know it. So when they do a thing, you have a damn good reason why they do this thing. Consistency of character, ya know? Even if you don't reveal all the secrets, at least know them as the creator.


...oh, just a list of some cool females? I like samus. She's a badass. Colette is a favorite of mine too.

Bayonetta from Bayonetta (1).
Not for her sexual references and taunting in the game, but for her design.
Her beehive haircut with the red ribbon, glasses and heel guns makes her a character you won't forget.

Well, Bayonetta from Bayonetta 2 is a character you wont forget as well but for other reasons.
I still can't adept to that short haircut. In my opinion, it just looks weird for a woman.

I also like (Queen) Elincia, Michaiah and Lucina from Fire Emblem.
Not for their design but for the choices they made in their story.

As a character designer you should make your characters stand out so everyone remembers him/her.
Or you can try to shock your audience on a positive way.
If you just make a regular looking character, your characters will quickly been forgotten.
