Publisher. Not developer.
I work for one. You might need to look into the difference. They have virtually nothing to do with the game bar some testing, marketing and release. The main point stands anyway regardless - what does Nintendo choosing to not translate a game they didn't develop have to do with 3rd party publishers releasing shovelware?

The publisher’s pressure on the development team, and the publisher’s intended target audience, counts for a lot in influencing the project management of a development team. Perhaps publishers can’t feel this sort of pressure, but it certainly hangs over the last half of any development cycle.

Nintendo has licensed the rights to distribute the game in all areas. This includes North America and Europe. They did in fact choose to translate the game - a studio was created, and I have chatted with one of the testers from said studio (whose name I was not told). It was actually a decision to halt this and to cease publication.

As for the connection between the comment "only if the Big N had people so dedicated, there wouldn't be so much shovel-ware on the wii!”, this is not specifically connected to the game. It merely means that if Nintendo who had people who were dedicated to games and the quality production of the, rather than to profits and sales, the amount of shovel ware on the Wii would decrease. If you’ll read it over, I think you’ll find it was a comment about the dedication of the team, not a comment about how Nintendo’s dedication to Fatal Frame affected the amount of shovelware it produces. This is usually known loosely as a figure of speech.

Every time I get past the instructions for the camera obscura, the game crashes. I used Wiiscrubber to insert the contents of the patch in the iso, and I'm using a USB loader to play the game. Any ideas why its crashing?

no, there is no solution for running off dvdr + hardmod wii? I tested my patch iso with dolphin but it doesnt work after I burn it on a disc and tried it on my wii.

Do you have the trucha bug in your system IOS's? If you don't then the ISO isn't going to work since it's been fakesigned, meaning you'll have to do some softmodding to get it to run.

really? Im not sure what that is sorry Im noob when it some to HBC etc. But I did some reading, it seems like bomberbanner+ HBC > Usbloader is the easiest/quickest solution?

I have the exact same problem too! Burning the iso again doesn't solve it either. I'm pretty sure I'd follow the steps correctly to patch the english files in. Other than those cutscenes, the game seems to run pretty smoothly.

The copy with the unpatched iso works fine though.

Using backup with translation
Disc - Perfect but fmv/open doors slow
USB - Perfect but reports of it crashing although i havent experienced that yet...
(may also crash by using the old version of partition builder)
Although from a few different forums i follow people seem to prefer using the small ghostlist rather than the big ghostlist thing while patching the iso...
for some reason

Slow doors opening is a normal thing since the game loads the new area. But FMV skipping issue is quite strange - the console makes loud noises like it can't find some file. Also, there seems to be a problem only with translated videos. I wonder what could be causing this.

BTW, i played around with wiiscrubber a bit and it seems that in isos made with partitionbuilder 1.0 and 1.1 video skips at slightly different moments. Weird, huh?

I believe you can launch the disc from NeoGamma R7 as long as you have installed cios 249. It's what I'll try to do, anyway (I have the ISO burned but so far I didn't install any cios, I have a modded Wii and usually just run the discs - never even tried USB, go figure...)

Hmm, problem that I never used soft-mod until now.

I read some about the NeoGamma R7, and while it looks cool, I'm thinking to follow this guide which looks more straightforward to do:
