Gaming Fallout New Vegas lag?

So I got Fallout New Vegas, installed it and started playing on my laptop.

What I didn't expect was the lag I'm getting.

I can play Fallout 3 just fine, but NV lags when I'm just looking around.

I thought since they are build on the same engine I should atleast be able to play it on lowest-medium settings.

Here's my specs:

AMD Turion P520 Dual-core 2.30GHz
RAM 4,00gb (says only 3,74 can be used

)
Windows 7 Home Premium 64bit
ATi Mobility Radeon HD 5650

I don't lag at all with max settings.
Soo what's the issue that is causing lag?
