I recently stumbled on a new user asking for warez (and as you know against the rules) anyways does temp have a agreement on code of conduct upon sign up (I'm guessing yes) so i had 2 suggestions idk if the board software is capable of these
1) increase the font on both the major rules like the case above with warez and infractions
2) this maybe tricky to do but i know some eula's on games etc have a "timed scroll" for their rules (basicly it prevents the user from scrolling too quickly hopefully forcing the user to read the code of conduct before submitting registration
I hope the site admins will take my suggestions as a possible mitigation for cutting down (hopefully) on common sense infractions
