Hacking error 206613 WiiSpeak download ticket

My WiiSpeak came in a bundle with Endless Ocean Blue World, I buy it sealed. I wonder if it has to do with HBC and fake signed VC...
In Nintendo say it's due a server maintenence, can someone confirm if you can buy things already?

Are you trying to go into Wii Shop channel? Or Wii Speak Channel?

If Wii Shop Channel you need to remove all those VC/Wiiware game you did not buy (installed by wad).

I have a download ticket for WiiSpeak Channel, I already update my WiiShop and ios56 =P
The system don't leave download the WiiSpeak Channel, it appear that 206613 error.
